Maybe try this: Choose a desired generic Settler to move to Covenant. Now, before he leaves, assign him to a supply line to where you'd like them to go to from Covenant. After that, he should be considered to be assigned to the supply line, and count as someone from Covenant.

Follow him to Beantown Brewery and fight your way through the group of gunners to reach Vadim. On of the gunners is heavily armored and he heals himself.
